Just trying to solve a debate on the FM1 CA high mins..... we know it says add 100 and 1/2 to the lowest publish mins for the approach.

Question is; is visibility still controlling only or are both controlling when starting an approach? Also if one was considered high mins CA on an ILS would the crew set the RA to 300 flying the approach?

Visibility is controlling with regards to weather required to begin the approach, the 100' is an increase to MDA or DA/DH with regards to flying the approach and when you need to go missed.
